APCO APPLAUDS SENATE COMMERCE, SCIENCE AND TRANSPORATION COMMITTEE FOR PASSING VOIP 9-1-1 BILL

April 27, 2007, Washington, D.C. - The Association of Public-Safety Communications Officials (APCO) International and its members applauds Senate Commerce, Science and Transportation Committee for passing the IP-Enabled Voice Communications and Public Safety Act of 2007 (S. 428) introduced by Senators Nelson, Snowe and Clinton.

"We strongly support the bill's intent to require VoIP service providers to provide 9-1-1 capability, including E9-1-1 functionality, to subscribers in accordance with the FCC's order," said APCO International President Wanda McCarley. Further, APCO fully supports a proactive approach from Congress in ensuring that new telecommunications services provide effective and comprehensive E9-1-1 services to the calling public.

To address location issues raised by wireless 9-1-1 calls, APCO established Project LOCATE. In 2005, Project LOCATE began an independent study to test wireless location data delivered to PSAPs by wireless carriers. In 2006, APCO established Project 41, - a part of Project LOCATE, to address the impact on operational practices facing public safety communications specific to VoIP and emerging technologies.
