APCO ANNOUNCES 2010 LEADERSHIP IN POLICY AWARD WINNERS TO BE HONORED MAY 18
May 5, 2010, Alexandria, Va - The Association of Public-Safety Communications Officials (APCO) International will hold its Sixth Annual Public Safety Communications Leadership in Policy Awards Dinner on May 18 at the Mandarin Oriental in Washington, D.C. and present its annual awards for excellence in public safety communications policy.
"APCO has been incredibly successful in its policy initiatives this year, including the recent introduction of legislation to allocate the D Block to public safety," APCO International President Richard Mirgon said. "As always, we recognize the group effort involved in our initiatives and this event gives us the opportunity to thank those who have helped us achieve our goals."
The APCO International Annual Public Safety Communications Leadership in Policy Awards Dinner is the association’s premier event which brings together policy leaders within the public safety communications community and honors those who have vigorously worked to create, advocate, and promote public safety communications policy.
The 2010 winners are:

- Leadership in Advocacy
- Deputy Chief Christopher Moore, San Jose (Ca.) Police Department
- Deputy Chief Charles Dowd, New York City (NY) Police Department
- Marilyn J. Praisner Award for Leadership in Local Government Communications Policy
- Timothy Loewenstein, County Supervisor, Buffalo County, Nebraska
- Special Recognition Award
- Rear Admiral Michael Brown, Department of Homeland Security, Office of Cybersecurity and Communications
In addition, the Public Safety Foundation of America (PSFA) will induct its first Public Safety Fellow at the event on May 18. William Schrier, Chief Information Officer and Chief Technology Officer for the City of Seattle, will receive this honor for his thought leadership, dedication to public service and contributions to public safety through technology innovation.
"Bill has been instrumental in moving forward the effort to allocate the D block to public safety, has served as a local resource to the City of Seattle for technology issues and has demonstrated an unending commitment to effect positive change through technology locally and nationally," PSFA President George S. Rice, Jr. said.
